First of all, Joomla 3.9.8 may not be compatible with PHP 7.4 because Joomla 3.9.8 was released in June 2019 and PHP 7.4 only later, in November the same year. New PHP point releases like 7.4 remove functions that had been deprecated in previous versions. That is why the FPA report shows this:
Check all the third party extensions from the Joomla Extensions Directory (JED) and also from the developers' websites because older extension do not comply with the Joomla! Update System and send notifications about updated versions.
If there are still issues like blank pages, turn on the option Debug System in the Global Configuration to get more detailed error messages that identify the script where the error occurs and the preceding function calls. Post those messages into your reply.
